It may be joomla, but for me it looks pretty much like redone job from premiumpixels.com WordPress theme. I've seen some themes before on WP sites, its not original job. Some of them anyway.

Absolutely it will hurt! If you want to use it to generate testimonials fine, but copy them, don't link to them. The only people I'd promote fiverr to is IMs, never a customer.
