Id say start with $20 as well and work your way from there. Facebook isn't that great though.. highly depends on what you are marketing to your audience. Make sure you know your audience.

A campaign can have 1 ad or 100 ads or x number of ads.

I would try solo ads at the warrior forum or ezines a good way to advertise is at Reed Floren's Solo Ad Directory or use safe swaps it would cost you a lot less to advertise.
