Airpush and Leadbolt are both good, but I would try to promote some other apps. The ones you have mentioned are really saturated.

Did you splittest your banners? Did you use LPs? How much traffic did you send to each offer?
What was your targeting criteria? Are you tracking everything properly?

As far as I'm aware, the data that is available on WMT is data that Google gains from crawling your website whether or not you have WMT installed.

I don't think you were slapped because you removed your websites from Google Webmaster tools. Look for the reason somewhere else - for example, why don't you check who you've been replaced with.

The thing is if your site is showing in webmaster tools then Google have more access to know your website, if you are using black hat technique then you can be caught easily.
