I would definitely charge per lead and not per converted lead. Mainly for the reason others have stated, trust. Car dealers = liars. I've worked at one before. My dealership was pretty good. But...

Yea, the trust thing could be an issue. Why not charge him $20/incoming text? That's basically what this breaks down to and it's easy to track. Have it in writing, though.
