I don't think the money lies in charging members. The money lies in getting the restaurants to pay you as an advertising platform. You may need to rework the numbers.

I also created and sold a discount card a few years back, but mine was sold through fundraising at churches and schools. It's not too hard to get going, not sure why you wouldn't want to use that...
