I wouldn't believe that they won't affect your rankings adversely just because someone said so. Google created the disavow link tool for a reason. Your site can be penalized for lots of low quality...

When (or should) your site does get affected, you can probably appeal the issue. I would think they are supportive to ensure their system isn't negatively gamed with others hurting your rank.

Just keep building High Quality PR Links and those will offset the low quality ones. 90% of them won't even effect you either way..
