You will not be penalized for what you stated in your original post. Manual amounts of backlinks aren't raising any red flags. You're allowed to stop building links to a page any time you want.

This happened to me too. I went down for maybe 2 weeks and came back higher. I wouldn't worry about it too much. See what happens in a week or two!
