The new Keyword planner uses exact match search volume data only, while the old keyword tool used broad match as default and you could manually select exact or phrase match volume...

If I understand your question right? Then your best bet is to analyze the competition on page 1, all 10 of them on page 1. If you see there's no way to outrank them then that KW is a no go.

The longer the keyword the more specific it becomes. You have a better chance of ranking higher for that keyword as there are fewer people hunting for it and competition is less.
