I guess your making the assumption he has a cable modem, that actually
has dynamic ips? and not a static dsl or adsl?

If you need to you can rent a VPS(and setup a proxy or VPN on it) you can find plenty of cheap ones $3 or less a month on my site.

Are you sure it's not just a temporary ban? I have had this often happen in the past if I ran too many search queries in a short period of time.
If so, it will usually only be about 24 hrs. or so....

rent a VM or a server, and run your tools that way. with some type of remote admin software.

should not cost more then 30-40 bucks a month.
