Unfortunately no. It's sad that paypal is in bed with the buyers on this issue and let some continue to scam like that. If it wasn't the most widely used payment gateway I would move away from it.

Use DLGuard -- ban their e-mail address and IP address. They can get around it with a proxy and another e-mail, but most will not go through the trouble.
