May I ask a request and some help?

We have a wordpress site. We would like to make it a bit more reader friendly, how can we have the scroll momentum effect created? Like say on dynamicrealtyli.com/ if you use the cursor from keyboard, there is a momentum effect, forgot what its called in tech parlance. But it makes the reading experience more enjoyable.
