Responsive Site with these?

Hi,

Looking out for a responsive site that works like this:

a) home page expands (or contracts) to fill full screen of user device (be it a computer or tablet or smart phone)

b) NO scrolling of content, all content located in appropriate "pull out tabs"

c) tabs can be on the top, left, right, bottom of the user device display

d) when user hovers over tab, tab reveals content if no sub tabs needed, else sub-tabs selection shows. Hover over sub tabs reveal appropriate contents. If the content exceeds screen real estate, then scroll-bars shows... when pointer (mouse or touch) moves out of content area, site shows back basic home screen, etc...

e) if tab has section that is really substantial then bring out another page (ie. non-home) that has same properties as (a - d) above.....

f) easy admin/user content/customization capability .......

I'm trying to describe this in a "layman" language as I can.....
Hope I am making sense.....

Oh, and the layout is gonna be in a fixed landscape format .....
