Are you running a static html site or a powered by cms one?
the thing is that I've faced the same problem u do now and after various discussions decided to migrate my site to WP via cms2cms tool, in WordPress Plugins directory they have plenty seo optimization plugins, this is the way which worked for me, you might also give it a try.

ironically the sites it improved my rankings for best were not my "money sites", just gotta be aware that many niches have a lot of competition and you shouldn't rely on one strategy in that case. 2c.
