Does anyone know of a Wordpress plugin that would allow me to say "auto post an article on my blog for every state and or every state and county" with variable replace. Anyone ever have that problems ?

Well, this is the rarest case. Unfortunately, there won't be any plugin for this.

You have to contact a developer for custom changes.
