I am a website designer .. Can i make a website like Teespring ? i have experience in wordpress too

Absolutely not!

If you don't know whether or not you can "make" a website like Teespring, the answer is, right now you can not. If you could make a website like that, you would know and you wouldn't have to ask this question here.

If you learn programming, one day you might be able to develop a website like that. But, that will certainly take a lot longer than 3 weeks.
