I would like know what programming language would be the best to use it and what are the estimated time and costs for it to be developed.

Features of the site:
- users would put data in form of bills for utilities for buildings (bills for electricity, heating, etc.)
- data visualization in forms of charts (bar, pie, etc.)
- comparison between different buildings, users, periods, etc.
