Help with recomendation on website development

PROGRAMMING

Hi,
Could you help me with some recommendations on development of website such as:
Enetic - Revise
Our Dashboard | Wattics Ltd.
I would like know what programming language would be the best to use it and what are the estimated time and costs for it to be developed.

Features of the site:
- users would put data in form of bills for utilities for buildings (bills for electricity, heating, etc.)
- data visualization in forms of charts (bar, pie, etc.)
- comparison between different buildings, users, periods, etc.

The first version of the site could be basic with what I mean having the option only to manually put in the data from the bills but the website should be open to upgrades in forms of adding data from smart meters etc.

You can use PHP, JS, HTML.
Use a framework like Laravel or Symfony and you will off to a great start.

Use a bootstrap template for your user interface, then use a framework like Code Igniter, Zend and Laravelp then php and your database in your backend.
