Transparent clickable image over POPup

Hello Warriors, i would like to make popup which will show soemthing like "Are you 18 years old"(image). Under that image will be simple popup with banner which will lead to my second site, so they will think they did simple age confirmation but they will be redirected to my another site.. Anyone knows how to help me?
