Yes you can, you will have to be pretty good with linux to create domain names and database all by shell commands but some webmaster use bare box with no panel. I have rented a VPS a while back that didnt came with any panel, i end it up installing a free one called CentosPanel or something like that to take care of the basic stuff like DNS set up
