Programming a Wordpress Plugin: What goes into it?

Hey Programmer Warriors (I'm in awe b/c I'm not a programmer)

I was wondering what kinds of parameters would go into designing a wordpress plugin. I've been reading the information in the WP Codex but in a practical sense...what kind of information should I lay out in terms of budget, time frame, things that I need to be 100% clear on b4 the coding starts, etc to make this a seamless and "easy paycheck" for the programmer?

    It depends on the programmer you choose. But the average budget for WP blog is around $150-$300 including the design. About the time frame I don't see what's the point to give them time frame if you are not in hurry. If you don't give them limit may be your blog will be cheaper. You must give them a similar WP blogs you like and want your blog to looks like. Also any info you have and logo if you have one

      I recently had someone over at DP design a wordpress theme for me and the total cost was $75 I told him the colour, expected style- wording and layout , and he managed to do the deal and present me with a theme of my choice.

        I've not done a Wordpress plugin before, but if someone was to come to me for a project, here is the information I would need:

        1. Generally, what is the plugin to accomplish?
        2. What kind of inputs are needed? Meaning, will data coming into the plugin consists of data from a database, from a user, from a web service, etc.?
        3. What kind of manipulation of the data is required?
        4. What kind of output is needed? New web page, update database, inform the user, etc.?
        5. What is your timeline?
        6. What is your budget?

        These are just general questions - there might be specific ones related to Wordpress (like I said - I've not done one before).

    Thanks all for this info...

    I just want to know what makes this easy for a programmer. I appreciate the feedback. I have people who can do themes for WP so I got that covered but I want drip feed plugins along with other things in Wordpress to create some unique stuff.

    That's why I need a php Pro to come in and tell me what he needs to work his magic

    Witches need their ingredients (ducks feet, hair of dragon, etc ) so I need to know that stuff.

    Reason I ask is b/c I'm not a programmer so it's a foreign concept but I do know that I should make jobs as easy as possible for my talented services providers to do their magic.
