What's Wrong With This Simple .htaccess Redirect Code??

Hello,

I'm trying to redirect based on 2 separate cookies. Here's the logic...

If c1 does NOT ="true" and c2 = "true" then redirect. Here's the code...

Code:
Options +FollowSymlinks
RewriteEngine on
RewriteCond %{HTTP_COOKIE} !c1=true
RewriteCond %{HTTP_COOKIE} c2=true
RewriteRule .* /page3.html
It redirects... but it redirects everything, cookied or not.

Please help. What do I need to change to make it work? Uuggg... Something like this should be so simple. :confused::confused:

P.S. I'm assuming that "!" means does not equal?
