Double Meta Refresh Code

hi warriors,

I have to add this code to my wordpress site, and am having problems with it, can anyone recommend a good place to outsource it to. It should only take like 5 minutes, I just can't wrap my head around it. I tried posting it on Freelancer, and got 1 bid so far, but the guy wanted $150 yeah right! Is there sites where you can post your job, and how much you are willing to pay?

    It's very rare for a coding job to take 5 minutes. Usually at least one or more spanners appear that make what should be a simple job complicated especially when you're working with third party code.
