What's a reasonable cost for getting this done?

I want to outsource a project which will involve creating a custom design for templatic's Answers script Templatic Themes Demo, as well as extending it's functionality. But before I do, I want to know a few things, namely:
1. About how much such a project would cost.
2. Whether it can all be done in wordpress, or would some of the work need to be taken to another platform, like moodle.
3. Whether I would need to activate multiuser (I'd prefer not to).
4. About how much time it would take.
