Netflix-like Programs

I'm seeing the concept of NetFlix being copied in other industries like books, like BookSwim. com where you rent up to 5 books and then when you return 3, you get to have 2 more sent out to you based on whatever member level you're at.

Is there some kind of software package out there that does this? Or is everyone of them writing their queuing system and ordering process 100% from scratch?

I don't think a NetFlix-like business model is producible in one software programme. More likely different aspects of the business rely on different programs.
