many content management systems like Drupal, Joomla, and even WordPress have that potential.

In WordPress you can assign a role of editor to users and they can use the image uploader from within the post box area to add images to their articles and the images are then stored in the wp-content/uploads folder and are also accessible in the WordPress media library.

If you use Joomla, then try the JCE component (it is a standard for all our sites) then you can include photos where ever you want and any size very easily.
