Desktop App Programming Language Question And JV With Coder

I don't know much about desktop programming languages but need a desktop app coded. Someone suggested I get a c## or .net programmer but I have no clue

I am trying to outsource the development but just thought if I get a good programmer here maybe we can do a JV together as I have a few other projects in mind but mainly Wordpress plugins and web-based apps.

Looking forward to hear from SERIOUS programmers who are committed to bringing their projects to the market.
