Help!: Solving Syntax error

Hi!

Can any one please take a look at this and tell me what is wrong? I am getting a syntax error. Thanks.
The idea is to integrate a Refer_a_Friend Script with Aweber autoresponder.
Your help will be appreciated.

    $send=$refNUM_url;
