Static Page Problem with WP 3.1

PROGRAMMING

I just created a new Wordpress site in 3.1. I created a page that I want to be my home page and I went to Settings / Reading to make it a static home page, but there is no way for me to do it on that page. I have tried deactivating my plugins and activating the default theme,but I still can not see the static page portion of the the Reading page. Just for fun I even tried it in IE and Firefox. Any other ideas?

Try reinstalling wordpress maybe, because it should be there. Be sure to save your page contents.

if its a new blog that you haven't worked on yet, would be easier to just clean it off and start fresh than diagnose the problem.
