Need Advice on Skill Sets Needed to Hire for a project

I have a question that I am sure many of you here could answer. I am looking to create a new ebay snipe site that will be a little different then what you see out there now. I am not a programmer nor a web designer. To have it made will require someone who knows how to incorporate and use eBay's API hooks and tie them into the site they will build for me. I will be outsourcing the project but what I am unsure of is exactly and specifically what skill sets do I need to say that I need to know that I am getting the right person for the job.

    Hi JimOrr,

    Instead of quoting skill sets, I think you should rather emphasize on project specifications. Your project specifications would include features you want, example sites that you can show them, custom screenshots (which you can make through mock-up software). This way both the programmer and you will be clear of expected requirements.

    As far as skill sets are concerned, if you stick with the LAMP stack (Linux/Unix, Apache, MySQL and PHP) you will be safe as most programmers (as well as hosting environments) will have those skill sets.

    A clear description of your project breaking it down into a detailed set of goals and processes would help identify the necessary resources and skills. As you described the request just about any web developer with data aggregation in their portfolio could offer a complete solution for you.
