Is there a way to make it so that when a site admin makes changes they have to be approved first? What's to stop your users from going buck wild on your site?

Also, something so that I can set some universal/global settings? Something that takes away certain privileges like overwriting certain pages that I want not touched, or removing menu items I don't want moved etc?
