Green Hyperlink text to cpa?!

I just noticed that everywhere I go now there is green hyperlink to CPA offers? What happened and how do I get rid of this? Also I have noticed these hyperlinks on my own website! What happened did someone hack into my website? How do I get rid of them and prevent them from happening again? Thank you!
