vBulletin rocks, especially if you're comfortable with addons and the like.

The WF uses vBulletin.

PHP does a pretty good job if you are building a forum from scratch. I have made a few in the past that are strictly PHP based.

I use Simple Machines for my forum: Simple Machines

Though their site is down right now due to a hardware failure.

MyBB is great free script for forum, if you are looking for other free forum script
