To be more specific - I'm currently working on a project that provides the user a variety of website templates to choose from. However, I'm looking for a platform that allows the user to select which template they like, is able to load different css files, and possibly to substitute some of the codes such as colors to meet their requirements.

I'm not sure if this is php related, but I think this requires some sort of GET value, and output & generate script?

Yes - you are right Ed - PHP would help to write script for it - and javascript would do 'preview' or interactive changes demo' etc.
