A static IP is an address that you manually assign to a computer within a give range (depending on the number of computer or devices that require an address)

A dynamic address is an address assigned by the network or network device within the network. The DHCP will do the assigning based on the network configuration

A static IP is one that will never change. A dynamic IP is exactly that, dynamic. It could change frequently, or not change for more than 1 year. It really depends on how the DHCP server that’s assigns the IPs is set up.

If you want to sell something you need a static and dedicated IP as a requisite for a SSL certificate.

Another advantage is if you are sharing your IP, which is the default case in shared hosting if some other user abuses email, or for some reason gets a bad reputation with ISP's the IP can get blacklisted and you might suffer, without even knowing it.
Word on 'the street' is you might get SEO benefits, I have yet to test that.

Definitions to your question (static vs dynamic)and then some distinctions (Shared vs dedicated):

Static means the IP address never changes as long as you stay with the same provider or same server.
Dynamic means the IP address can change from time-to-time.

Shared means other people use your IP address for their connection or websites.
Dedicated means no one else uses your IP address for their connection or websites.

Static IP addresses are the same every time you connect and dynamic IP addresses may change each time you get connected and are the normal customer access method used by most ISPs or Service Providers. For some dynamic Ip can have change dynamic IP addresses every 24 hours, others less often like monthly or perhaps even longer. All really depends on the ISP' standards on IP address change frequency.

Google is the big resource for any kind of problem.

An IP address which is unchanged for months or years at a time. This is a static IP address & dynamic IP address which is only good for a limited time, and which is changed according to the policy set by your ISP's DHCP server.

1) If you do not have an e-commerce website, then having a SSL certificate is totally useless. In fact, in order to have an SSL certificate, you need to have a dedicated IP, so unless you pay the extra dollar per month for a dedicated IP, I wouldn't even bother thinking about getting one of these. You'll get one when you need one.

2) As far as speed, your greatest performance hits are going to be the servers that you're running on, and the code you're running. Even if there is a performance increase by having a dedicated ip (which I have never heard at all, and doubt it is the case,) running optimized code with be a better in all regards. I would not have this factor into your decision making process at all.

3)The only factor that you have to worry about regarding this, is being blacklisted. Getting spam has everything to do with your domain, and where it is out in the world. If you have a rolling ip, someone who previously used that ip may have had a spamming website, which would cause that ip address to get flagged. At that point, since you are on that ip, your domain will get flagged as well. Having a static ip might have the same issue, but since very few people end up using that ip, it is far less likely that you will run into that situation.

Static: As the name implies Fixed IP details are the same whenever you hook up.
Dynamic: Powerful IP details may change everytime you go to the Internet.

While others have answered the other points very clearly. I thought I give this particular question a little more depth.

Without an "ssl certificate", although you can use HTTPS encryption. There is no way for the end user (your customers, or clients) to trust you as who you say you are.

Using HTTPS without a certificate means you are "self signing" your own certificates. In other words in terms of trust, just about anyone could have signed it, faked it etc.

For this reason, when you go to a HTTPS enables site that does not have an "ssl ceritificate" (or a valid one, or one that has expired).

The site will be displayed in browsers as an untrusted site, usually in big bold red letters!

If you are using this for internal use, then perhaps, because you can guarantee that you know exactly who has signed the certificate (your own servers). And you can guarantee that it has not been tampered with (internal network). And you can explain all those RED messages to your internal staff, then that's fine.

However in public, that is another matter. Having a valid certificate, proves your ownership and legitimately.

Set to an IP address with which is the same for time at the same interval. This is a static IP address.
Set to an IP which is only good for a short while, and which is modified according to the plan set by your ISP's DHCP host. This is a dynamic IP address.

Because a static IP can be used for an long interval, some marketing application needs a fixed IP. ISPs usually cost additional for fixed IPs. Your ISP may not be willing to provide their clients fixed IP details at all.

Is your web site accepting payment using user sensitive information such as credit card details, pay pal details, and bank wire details. If yes then you must have SSL certificate on your web site.

The normal situation is dynamic IP whereby the ISP randomly assigns IP from a pool of IP addresses. The static IP is permanent and does not change. You are always linked with the same IP. Both have their uses but to answer your question, Static IP would surely be faster than the dynamic IP

If its just a blog, you should never need a VPS (no matter what anyone tells you) or a static IP or whatever ... and no you dont need SSL if you are not selling anything or storing personal information..

Depending on your service, it may be important if you are selling service or accepting payments directly through your site.

Technically this not always true. But DNS resolving speed may faster than Dynamic assignment as the DNS is given a fixed Ip address for your web site.
