Block Internet Browsing with host file?

I have setup a VPS for my virtual assistant, and I want to prevent him from using my IP signing up for forums/sites etc. (you get the idea)

Is it possible for me to block 'internet browsing' with host file? If not, what are some other options?

No. You can only block one indivdual sites with a HOST file.
You need to install software to block internet browsing.

  The best and cheapest way in my eyes to this right if you want to just block and monitor ONE IP range or seat. I suggest using OpenDNS the have a "free" version for one seat to monitor what he is doing, and its $20 for the year to block what he goes to.
