In Need of Technical Advising

I'm reconstructing the Techsterminators website. In order to further explain the project, I'll explain Techsterminators Computer Repair. We are your 'Technology Superheroes'. With one click or call, a technician is sent to pick up a broken computer. Also, we ship and repair computers as well. Think of us as the netflix for computer repair. I'm having graphics done now, but I would need someone to code the designs and build the back end.

Most Likely, the site will be developed using Mysql, PHP, and Joomla - These are just suggestions, as I am no developer. This is where I need help. I'm hiring a developer as soon as my graphics are finished. I need someone to advise me on technical matters and what to instruct my developer to do. Below I will show what has been posted to potential developers:

I would need the site to:
-Store customer and technician accounts and information and allow them to login
-Allow Customers to pay for services online
-Allow a subscription based service
-Allow customers to mail in computers for repair or select from available technicians in the area
-Effectively manage the content and track orders
-Sell amazon and newegg affiliate products in our store
-Allow customers to select available technicians as account managers
-Allow technicians to claim computers as account managers
-Allow My Technicians and I to serve as admins and account managers to our customers.
-Allow admins to claim computers as account managers, chat with customers using a chat log, see user contact information
-Allow Technicians to be rated on a 5 star scale (GRAFx Star Rating System)
-Allow Technicians to upload case notes from each customer in his or her portfolio
-Facebook and Twitter Integration (Wibya)
-Securely store payment information (whmcs)
-Allow me to set admin permissions (Actively looking for best script)

I'm actively looking for scripts. Once the graphics are finished, it would be a lot easier to explain. I've attached a mockup of the homepage. This is going to be version 1.0 of the site. Satisfactory completion of this project will allow for further work.

Any help would be greatly appreciated

I wouldn't do it with Joomla. If you are going to want that much work done, just have it all done from scratch correctly, rather than reformatting someone elses framework to do something it wasn't designed for. Don't use pre-formatted scripts, or quick drop in php files, because you are going to end up with a ton of cross-code that will be costly and slow, and will require just as much effort to make it work as it would be to do it from the bottom up.

If you really want it patched together from some scripts and a bloated framework, you can probably find someone to put it all together for you for around $2-3k and have it work. Having it developed from scratch would probably run you between $4-5k, but you would have (in theory, I have been paid several times to fix some very horrible coding jobs) a lean, fast, low impact code base with a reasonable and easy to use interface that isn't going to throw errors after 40million rows of data.

If you aren't looking to spend that much, you can always do it yourself given 6 months of google searches and tons of unpaid thinking time. Hope that helps!
