A simple membership store site?

I have some technical ideas to develop one of my websites - it would be amazing if some of you can get back to me with some help, ideas, quotes etc.
Issue 1:
I run a small record label Deep House Music, Tech House Music | Nu Jazz, Chill Out Music, Broken Beat, Afro Beat
I am toying with the idea of setting up a membership site, whereby people pay say $5 or $10 a month and when they do they have access to a special members area where they can then download x amount of tracks per month.
I would also like for them to be able to purchase additional tracks if they want to at a price I set, a members exclusive cheap price. I think paypal integration for this would be easiest, but open to suggestions...
Inside the members area they will be able to download either a wav or 320 MP3 of their chosen x amount of tracks per month.
There would need to be security for it etc and all the players to listen to the tracks, etc.
I have absolutely no clue how to set this up. I am thinking that it *must* be fairly easy to do due to all of the IM membership sites we see on this and other IM forums.
Does anyone have any ideas how I can do this as cheaply as possible just to test the idea?
