All joking aside... from what I can tell, the WF runs on a modified version of vBulletin. Judging from all the unique features on the WF, I think it's safe to say that it's a heavily modified version (ie lots of custom programming).

Its a vbulletin custom style.

There were few relatively new discussion boards focused on SEO and online business in general in the Czech Republic that used vbulletin as well as PhpBB. But I have to say that they weren't any successful. As far as I know there are two or three major players on that market which is overcrowded already... However good luck if you are actually going to do this
