The WordPress codex is your friend... Installing WordPress « WordPress Codex

You'll need more than just FTP access. You'll need a mySQL database as well.

If you haven't set it up yet, I really like Godaddy for Wordpress. They basically it up for you after you purchase a Wordpress Server account. Costs about $50-65 a year or something to that effect.

I sometimes will use FileZilla to do it though. A little more difficult, but not much. If you search for install wordpress, you should see a few links that will take you step by step.

  1) Fresh wordpress code transfer to through FTP Server.
  2) Create database with Proper name.
  3) Punch your website URL where you have uploaded fresh woedpress code.
  4)Then fill the website information form, then click on Install wordpress button.
  5) Now your wordpress installed. click on login buton type the Username & Password.
  By This step follow you can help to create wordpress.com
