Looking to learn to make WordPress plugins, I have some programming knowledge and logic. However do not know any PHP.

Willing to pay for the right person.

Visit PHP Tutorial to learn PHP. It's really good for beginner & intermediate level.

For WordPress development use Main Page « WordPress Codex.

  With your programming knowledge and skills you should be able to screen PHP programmer candidates much better than those who do not have programming background.
  
  You can use freelance sites such as odesk, vworker (to name but a few) to start looking for one. Or you can also try to find one here. All the best with your WP plugin endeavors.
