is there any way how to make simple version of twibbon?

Hi there, I would like to ask about if it's possible to make an application like twibbon dot com, but a simple version.
For instance, I want to make a website that contain frame photo and that frame photo can be integrated with facebook or twitter profile page like twibbon,
so after visitor pick their photo frame from gallery, visitor need to upload a picture and then the picture will be framed by frame photo from website and then share it through facebook apps or twitter apps to post it automatically to profile picture.

please let me know if anyone can assist me with this stuff?

      Yes, I think it's just about badge gallery photo and connect with facebook and twitter application.
      just like twibbon: login with facebook or twitter account --> choose badge, set it up by click and drag with profile picture and after that just click "done" and then profile picture in facebook or twitter change with new badge.
