The loop is going to be slower and less efficient than mysql_num_rows();

as FirstSocialApps said.. loops are ALWAYS slower then direct function.
Sometimes it can also be faster to do the count directly in your Mysql query, however this depends a lot of the data to be pulled from the database and the indices available.
