Can anyone recommend a programmer experienced in developing web applications?

I'm looking for someone to develop a time tracking web application with a few twists added. My goal is something similar to what 37 signals have done with their products.

I would rather have a recommendation from someone on here than playing the freelancer lottery on some other sites.
