Offline cms plus php dynamic elements

I have set up two sites using wp, for the next projects I would like to move away from wp. That makes me wonder if my future site has both 1) continuous blog posts and 2) dynamic elements like forum or user dashboard, for example, how should I write the HTML, CSS, PHP, and SQL codes that will be prepared for huge upcoming content?

I have done a bit of research there are somethings called Jekyll and Hyde. But people said they are only good for static page generation, which means good for the blog part, but not for the PHP, SQL part. Any ideas of how I should go about?
