Looking for experienced programmers - Help?

Hello. I'm a graphic designer in the process of starting my own webdesign company. Very shortly I will have plenty of clients on my hands but here is my problem.

I only know basic HTML CSS coding. I'm looking for a programmer who can take my PSD's and turn them into working responsive design, Wordpress or ecommerce websites.

Where is the best place to find these programmers and how much would the going rate be? Of course it's impossible to say depending on the size of the job but some indication would be appreciated.

You can post your projects on Elance.com or oDesk.com. Simple tasks can be done cheap at fiverr.com also. But managing is tough.

If you want high quality work, I can do at $25/hours. Depends on design, a simple Wordpress theme can take from 16 hours.
