Assistance with non-functional site sold to me

I'm dreading the thought of this, particularly since I haven't contributed to this forum much yet. In may I was chatting via PM with a certain war room member and took it to email. He offered some coaching/domain/website content for an upfront payment and a split revenue agreement. I'm not sure what the forum policy is per giving direct information or as to whether the mods should be contacted first so for the initial post I'll be a bit more vague until someone can clarify.

I purchased a domain from him imgme.org ... he uploaded a non-functional website (as can be seen in its current state on my server)... promised a marketing program and disappeared. This ran me about $1100... I know I've been had but I was interesting more in the marketing assistance since I haven't done much with it since 2006 (before I had major surgery) and he seemed to have some interesting ideas. I'll survive the loss but it's not pocket change and, I am, I think rightly, distraught. :/

So now I'm out the money to throw into it with code that's missing 2 include files and the databases. Though I might be able to figure it out if anyone could may provide some sources to learn the necessary coding. I can think of a few possibilities to bring in some ad revenue/traffic/traffic sales via viral content, possibly flipping it at the end.

So I was wondering first... if anyone has any ideas of what I can do with it... maybe tether the photos with trending social media on high traffic sites.... And also if anyone has been in this position before what you'd recommend I'd do. I'm withholding his name and info. It would take some time and discovery for me to file suit and I'm not sure it's worth the hassle.

ImgMe - Image Hosting is an image hosting site with ability to post to social networks/browse content... Unfortunately the sleazebag who sold it to me left out two include files and the database as noted above.... Would anyone be willing to lead me in the right direction knowledge-wise in fixing it? database creation... coding the php for the include files?
I don't really have a budget for paying a programmer (unless someone can do it dirt cheap).
At least it can be an educational experience!
