How can I implement quotation with Ubercart?

I'm using Drupal7 and Ubercart3. I want the customer to be able to ask for quotation prior making order. And admin should be able to send him the quotation and then he/she can buy the particular product on the site. Can anybody help me?

So when a customer clicks on a product (or a request quote button) , a message is sent to the admin and the admin will in turn send a message back to the customer with a link and once the customer clicks on the link the customer proceeds to use the same shopping cart flow as present in ubercart and checkout etc ?
