Turn an .exe program into a mobile app cost

I have a .exe program that I want to turn into a mobile app (APK). I don't have the skill to do it alone. I am researching the best way to do this. I have looked at outsourcing using something like oDest or Elance but I don't know how long it should take to do this. Since outsourcing would require paying a flat fee or hourly rate, I am not sure what price range is realistic. Any help would be appreciated.

  • Well .exe does not make any sense, you better get it programmed/coded then go for multiple platform.

    • So this looks like some traning app, where you will have menu, from which you will select video to play. Am I right? Is that what you are trying to achieve?

      If yes, that you can create web app application - here should be not need much more coding at all.
