Turn an .exe program into a mobile app cost

I have a .exe program that I want to turn into a mobile app (APK). I don't have the skill to do it alone. I am researching the best way to do this. I have looked at outsourcing using something like oDest or Elance but I don't know how long it should take to do this. Since outsourcing would require paying a flat fee or hourly rate, I am not sure what price range is realistic. Any help would be appreciated.

      And what is this app about? And when you are talking about APK - than you have in your mind ANDROID, right? Or are you targeting another platforms too?

        I was thinking android and then Apple or vise versa. They are two separate platforms and that would mean two separate coding or two separate apps.

        The .exe program is about 500mb.I would want to show short video clips but I don't believe it would be overly complicated. Home page with 4-5 menus. Interactive. Enter one of the menus- Click a word, see a short video. I know it is hard to estimate. I thought I would ask some experts for a ball park number.

        Does it make it any easier if I have a .exe to base it on?

    Well .exe does not make any sense, you better get it programmed/coded then go for multiple platform.

      So this looks like some traning app, where you will have menu, from which you will select video to play. Am I right? Is that what you are trying to achieve?

      If yes, that you can create web app application - here should be not need much more coding at all.
