Better hosts do not have this issue. Namecheap and Stablehost, for example, use CloudLinux. With the CloudLinux OS, all PHP versions are supported in tandem. So you can run PHP 5.2, 5.3, 5.4, etc.

Cheap crappy hosts like "Hostgator" (EIG) only support one version. Some of the servers have awkward hacks that you can use, to enable old versions.

You can control the php version directly from cpanel or adding few lines of code in your site root .htaccess file.

I had one site where I had increased some php limits in php.ini so I could have a crazy oversized menu (site owner's prefrence not mine). I didn't realized that this change would blow away my cutomizations in php.ini.....
HG was very quick to rebuild the site from the full backup and then I was able to quickly go through and track down the issue.
